The Rules of Bureaucracy

Rule #O: "The Rules of Bureaucracy are mutable, non-canonical, non-ordinal, and contradictory, except in the cases where they are not."

A Bureaucrat's Aside

Why do some elected officials think that they are "smart" merely by virtue of being elected?

And if they are so "smart" why do they keep getting arrested for such dumb things?
